[ANN] blogc-0.20.0

I just released version 0.20.0 of blogc.

This release includes the following changes:

• blogc(1) now generates a "Table of Contents" tree for each source file. See blogc-toctree(7) for usage instructions.

Starting from this release I'm signing the tags in the git repository and the tarballs with the following PGP Key: 0x47B8CCD75DBE6358
